Dr. Fidèle MASENGO is Board member of Kigali International Arbitration Center (KIAC) who has been appointed to serve as KIAC Executive Director assuming temporary the duties of KIAC General Secretary.
With more than 15 years of professional experience, Dr. Fidèle Masengo has an outstanding experience in practicing and teaching law.
Professionally, Dr. Fidèle Masengo has an outstanding experience in legal practice. He has served as the Deputy Chief of Party and Senior Technical Adviser within USAID-Chemonics International- LAND Project since June 2012 up to May 2015. Before joining USAID-LAND Project, Dr. Fidèle MASENGO worked and is still working as legal consultant. He also worked as independent Advocate registered with Rwanda Bar Association since 2005. He has served also in various key legal positions in Rwanda notably. In Rwanda Ministry of Justice he served as the Director of Public Prosecution services and Relations with the courts (from 1999 to 2001) and as the Director of the Administration of Justice (from 2001 to September 2004). Dr. Fidèle MASENGO served also as Legal adviser and long term consultant for Rwanda Utilities Regulatory Agency (regulator of telecommunications, electricity, transport, water, gas and waste management).
In academic, since 1999 up to now, Dr. MASENGO is a teacher of Law in various universities in Rwanda. He teaches various courses including Contract and Legislative drafting, International Economic law; Land Law; Business law; International competition law; International trade law.
He holds a Bachelor’s Degree from the National University of Rwanda (1999), a Master’s Degree in Economic Law from Catholic University of Louvain La Neuve-Belgium (2003) and a PhD in Law from the University of Antwerp-Belgium (February 2010). In May 2012, he got an Honorary Doctorate in Theology from Life Pacific University/Canada. He has many professional certificates such as: “Orientation in US legal System” (ILI & GWU June-August 2001); “Legal English” (International Law Institute-Washington DC and George Washington University, August 2001); Business arbitration (American University-Washington College of Law, Sept-Oct 2006); “Judicial Administration” (RIPA International- UK June-July 2002).
He has also published many books and written papers in international conferences.
